At Waters Kraus Paul & Siegel, we believe that meaningful change comes from dedication and the courage to stand up for justice. These core values inform our approach to representing individuals harmed by corporate negligence, and it’s why we proudly support providing pro bono legal assistance and working with organizations like the Texas Civil Rights Project (TCRP), a nonprofit devoted to defending civil rights and constitutional protections for all Texans.
TCRP relies on pro bono attorneys to expand its legal capacity and pursue high-impact cases that might otherwise go unchallenged. One of those attorneys is Caitlyn Silhan, a partner at our Dallas office, whose long-term commitment exemplifies the impact of pro bono work.
Caitlyn has practiced law since 2011, focusing on qui tam whistleblower cases under the False Claims Act and toxic tort litigation. She first partnered with TCRP in 2014 on a case challenging the state of Texas over voter registration at the Department of Public Safety. Together with TCRP, Caitlyn helped secure reforms that increased voter registrations by as much as 100,000 per month.
Her work has since expanded into TCRP’s Criminal Legal Program, tackling cases with significant First Amendment and civil rights implications.
In a Q&A published on the TCRP website, Caitlyn shared her perspective on the importance of pro bono work:
“As pro bono attorneys, one of the things we value deeply about partnering with TCRP is their expertise across a range of civil rights issues in Texas. Their commitment to long-term, systemic advocacy adds tremendous value not only to the litigation itself but to the clients we serve. And as Texans, it’s significant to support an organization with deep roots in our state and dedicated to advancing justice in our communities.”
Supporting pro bono work with TCRP aligns with our core mission as a plaintiff-side firm: helping individuals and families navigate difficult circumstances and secure justice. Caitlyn emphasizes the unique impact of TCRP’s approach:
“As a Texas-based firm, it means something to engage in pro bono work that has a direct impact here at home. With every case we take on with TCRP, we see that shared mission in action, driving meaningful change for individuals and communities. Their work doesn’t just move the needle on policy—it changes lives. That’s what makes this partnership deeply fulfilling.”
“There are many cases that firms simply don’t have the appetite or capacity to take on. But through our partnership with TCRP, we’ve pursued cases that matter deeply. If TCRP weren’t here, who would fill that gap?”
At Waters Kraus Paul & Siegel, we are proud to work alongside TCRP to protect civil rights, challenge systemic injustice, and empower communities across Texas. Pro bono work isn’t just about giving back—it’s about using our skills, knowledge and resources to make a tangible difference in the lives of our neighbors.
