Caitlyn Silhan Named To 2022 Super Lawyers’ Texas Rising Stars List

Waters & Kraus partner Caitlyn Silhan has been named for the fourth consecutive year to the Texas Super Lawyers Rising Stars list for 2022.

Silhan is among the top 2.5% of eligible attorneys in Texas named to the list, which is published annually by Thomson Reuters. Her selection is based on a multi-step evaluation process that includes peer recognition, honors, awards, number of verdicts and settlements and education. Attorneys who are awarded the prestigious recognition of Texas Super Lawyers Rising Star must be 40 years old or younger and have practiced law for 10 years or less.

As a Waters & Kraus litigator, Silhan takes on cases under the Foreign Corrupt Practices Act and whistleblower fraud issues. She has consistently focused her practice on prohibiting fraudulent acts exposed by plaintiffs in both Texas and California as well as across the country.

Silhan graduated magna cum laude from Tulane University Law school in 2011, during which she was a Dean’s Scholar. She earned her bachelor’s degree from Boston University. She is also a recipient of the 2016 Kristi Couvillon Pro Bono Award granted by the Texas Civil Rights Project.

Among her notable cases was a 2021 milestone court ruling allowing Texans to register to vote online when updating their driver’s licenses. Voting advocates say the case led to more than half a million Texans registering to vote in the state within five months after the ruling.

The lawsuit successfully argued that the National Voter Registration Act (also known as the motor voter law), which requires states to let residents register to vote when applying for or renewing a driver’s license, should also apply if that process is online.

In another of Silhan’s cases, one of the largest nursing home chains in the United States, SavaSeniorCare LLC, agreed to pay $11.2 million to resolve a long-running whistleblower case in which the company was accused of knowingly billing Medicare and Medicaid for grossly substandard skilled nursing services and excessive and unnecessary rehabilitation therapy. The U.S. Justice Department announced the settlement in May 2021.
